Certification Authority Apart from e-business, IT Infrastructure solutions for government
interconnectivity and convergence.
The public can enjoy doing business with the Philippine government and
among business institutions at the comfort of their homes, trusting that the
documents they get were authentic and the payment they made through their credit cards
were secured.
But can the public really trust the documents they get online?
For now, different agencies has their own authentication tools, like
the Dept. of Finance's FINLINK, registration of securities with Bureau of
Treasury, all using different certificate authentication platform.
There are various solution that deploys Internet Trust online
identification and security Infrastructure on existing web sites. This install-and-go
software module securely authenticates the person accessing the web site, and enables
e-business transactions over the Internet using "digital signature"
certificates. But few merchants can avail of what we call merchant account- the
ability to accept credit cards. The banks are also warried that credit cards
accepted through the internet are subject to fraud.
I believe that the main challenge facing the government are
standardization and the lack of a Certification Authority Body, which controls all these
function of governing the conduct and method of
operation between the Parties in relation to the interchange of data by Internet

With the integration of Internet Trust online identification and
security infrastructure to the IT Infrastructure of the government, the public can benefit
from the added trust that can be used to aid in reducing fraud. But It also
propel the e-commerce to an unexpected level, which analyst predicted to grow $
trillion by the turn of the century. *
If a corporation website would require for a digital signature
certificate, a message from your browser will tell you that the transaction can not
proceed because it needs a certificate. Where will you get a
Certificate? Netscape will tell you to get it from Certification Authority.
Who is the Certification Authority? In the US It is issued by the
government, US Federal government, that is. Singapore has one and so is
Malaysia, Japan and the rest of Europe.
It is not too late for the Philippines because HK and Taiwan are starting to
just conceptualize their IT Infrastructure. The Philippines at least is in
the threshold, has IT21 on whitepaper but have not discussed the Certification
Authority anywhere on it. I believe with the establishment of a Certification
Authority Body, it can start to develop a global niche for Philippine I.T., among
the rest of the e-commerce community.
The government can establish an alliance with the private partners that
implements several key e-business solutions and products riding on secure online
identification and security infrastructure. E-commerce sites in the ASEAN region can now
look forward to cross-border trusted e-business applications.
This is vital in promoting and safeguarding e-business, particularly e-commerce.
Companies can now leverage "plug-and-go" Internet- trust - ready solutions,
integrate Internet -Trust products into existing e-commerce infrastructures. But
first thing is first, the Certification Authority Body has to be establish, either through
Congressional legislation or Executive Order under the Office of the President.
